As decreed by the Diet, the meeting once again took place in the holy city of Reme, the seat of his holiness the Pope. As had become tradition, the Pope took the opportunity to speak briefly to the assembled noblemen and representatives of the Diet. "Lords, Representatives, We once again welcome you all to the most serene city of Reme. Since this august body last met, there has been great upheaval in the Christian lands. We have heard stories of Tartar refugees fleeing from the eastern advance of an unknown horde, which then became all to real. There is conflict in the north between polities that have no reason to fight other than the bitter disputes of unchristian men. But there is light in the dark, and with the guidance of Jesus Christ and Almighty God we can save Christendom from the sinful miasma that threatens to strangle Gods favored land.
We call upon the Diet to settle the war in the north so that peace may again reign, and so that Christendom can focus all of its attention on dealing with the threat from the south which is at present marauding through Percia. Together we can defeat this foreign presence, but apart we may only suffer at the hands of the heathen.
We hope this session of the Diet will come to swift conclusions and resolute decisions, and pray to God that he blesses this council and all its actions. The Pope went back to his seat, and the Diet opened.

Gentlemen,
Christendom faces a grave enemy. We have all heard the reports out of Percia and know that this enemy is coming. It is for that reason all nations should stand together, put aside our differences, and fight this scourge upon our lands. As it stands, Gewisse is funding the mercenaries employed by Duke Gary Da Carlson, the best swamp archers out there.
More must be done. That is why I put forward the following motions:
1- The war between the Amihanan League, Eylria and Kressia be ended immediately in a white peace, with a truce to last the longer of the war with the Mongols or 5 years.
2- We elect a war leader, a proven cavalry commander or infantry commander, to lead the united efforts of Christendom. After the disunited disaster from last years' conflict, it is clear we need a leader.
3- The further away states in the North, too far to effectively assist in direct conflict in Percia, fund mercenaries to be raised by closer lords. For example, I am sponsoring archers previous mentioned.
That is all I have... for now.

The pious and humble King Percy LXII sends his regards to the Diet and regrets to inform the members he is previously engaged with the defence of his realm and cannot attend the Diet. Myself, his close advisor, will attend on his behalf.
He urges a swift end to the war in the north and for a crusade to be declared against the Mongol hordes who have sacked his cities and murdered his people in cold blood. The Pope is formally petitioned to make a decision and a statement to this effect. There should also be talk of a collection to be made by the rulers of Christendom for the relief and reconstruction of Percia.

The delagate from Kressia would like to mention for the record and the Diet that our warriors are only employed as mercenaries. If the war stops or continues is only in so far relevant to us as any outstanding contract of employment holds.
As to the raising of mercenaries we are considering our pick of the lot to send east.

Allectus enters the Diet hall and heads towards the back of the room. He is accompanied by his usual retinue that has grown since taking the Speakership. His trusted advisors and confidantes take their seats among the guests while he continues towards his assigned spot. He takes the steps to the raised platform and looks around before standing before the podium, inquisitively surveying the room and identifying the various lords and nobles present. He supports himself on the old but sturdy wooden podium that oversees the entire room as he surveys his surroundings. He takes out some notes he had written and placed them down before he begins to speak.
“First off I wish to give my greetings to the my fellow nobles, lords, gentlemen and clergy assembled here today. It is an absolute honor to preside over these proceedings as your newly elected Speaker and I hope to live up your expectations and ensure the Diet is both productive and beneficial for all involved.”
He straightened his posture a bit before continuing.
“As mentioned by His Holiness the Pope, we face an existential threat in the form of these Tartars who have already defeated a grand army in the Great Plains of Percia and forced the capitulation of the Percian capital and one of their castles. Survivors of these attacks speak of great calamities and horrors brought upon them by them paganistic sons of the Devil. The realms of Christian lords and nobles must not stand idly by while fellow Christians are slaughtered and enslaved by the thousands by these enemies of God and civilization.
The good King Alfred Von Gewisse has already proposed some motions to be considered and discussed. Along with some other topics motioned by the representative of King Percy.
Thus currently on the Agenda is the following unless another lord or noble wishes to add another topic of discussion:
As for myself, I wish to discuss and propose how this Diet is empowered and allowed to resolve conflicts between its members. For there is currently no specific guideline for such actions. If there is more to discuss, please state your wish to add a topic to today’s agenda.”

Helvetia wishes to raise a point on the matter that has just been raised, namely the power of the Diet to resolve conflicts and wars: considering that the first point on the agenda, the resolution of the conflict between the Amihanan Trade League, the Republic of Elyria, and the Kingdom of Kressia, arguably falls under the purview of the very-same powers being discussed, I move that the general matter of the Diet's power to end a war be settled either before, or concurrent to, the discussion of the more specific matter of ending the war between the Trade League, Elyria, and Kressia. There is no sense to have the Diet come to a decision on how to end this war in the North, and then separately consider its power to do so afterwards.

It'd probably be better to send funds to someone who'd be hiring mercenaries for the campaign so they don't have to march over from your lands.

Regarding the conflict my realm is involved in, it will be resolved by the end of this year, this I swear before all present here. At which point, Elyrian finances will be made available to fund the reconstruction of Percian settlements. Our lands are too distant for our troops to participate in the invasion by the Great Horde, so our support must lie within our financial strength.

While the Diet doesn’t have power to end the conflict - we have to defend Christendom. I won’t commit more until my neighbors commit to peace - and the holy Pepe has all but demanded peace. Not at the end of the year, but now.

Be that as it may, there has been an express interest in previous sessions to curtail this unfettered authority to impose a peace settlement on other realms engaged in war. We have seen the failure of such a top down approach when done so to resolve the conflict between Eriburn and Thorgerheim. The last attempt to curb this authority nearly passed had it not been for some disagreements over semantics. Now, rather than follow that same approach I believe we can take the word of the Doge Medici that the conflict will be resolved by year’s end and Elyria will be able to supply funds and mercenaries to combat the Tartar horde. If that is not good enough, he can swear upon the Bible and before His Holiness and acknowledge that failure to resolve said conflict by year’s end will bring about dire consequences. Further still, as already motioned by King Gewisse, another member can propose a different solution. With that being said and hopefully this conflict can be resolved without excessive Diet intervention, we may reconsider previous proposals to define the role of the Diet in settling, mediating and finding peaceful resolutions to conflicts on the peninsula.

I misspoke and meant to speak of the Mongol threat. It is difficult at times to keep up with what flavor of barbarian we must contend with every year. The Tartars who have settled the Percian lands have been pacified to my understanding.

The more general matter of codifying the Diet's powers in regards to war is perhaps a crucial matter worthy of discussion; Helvetia would second this. Of course, I am led by His Holiness' words to believe the greater and most urgent news in Christendom of late is the threat of the Horde of one Sartaq Khan upon Percia, and will not stand in the way of this discussion proceeding as well.

The Kressian delegate has confirmed that the Kingdom is mot directly involved in the war but merely loaning their troops to Elyria as mercenaries.
