The door to the Diet opens in the middle of the voting and two men enter, one heavily leaning on a walking cane to support his weight while the second stood behind him, a look of worry on his face. As the two slowly make their way over to the seating assigned to the Caelin Republic, the scribe who had been taking notes looks up with visible confusion. He could clearly identify the Archbishop, but who was with him? Only as he caught sight of the man's crest of office, in his shock, did he realize the once youthful Anatolius was now shuffling his way over, his legs barely seeming to support him.
As Anatolius sat down to review what had been said so far, a series of emotions flickered across his face, until finally he looked up to realize the vote outside the Speaker himself was his alone.
He slowly returns to his feet, only barely making it out of his chair before managing to grab onto his cane and proceed to the vote, pausing to address the gathered representatives.
I apologize for my tardiness, as I had intended to be fully recovered before making it to this council. Unfortunately, that was not to be. Instead, I had hoped to enter into a room united, Leaders and Kingdoms together settling their differences, at least in the near term, to face the threat from the south that has already ended the lives of far too many far too soon. I read the opening remarks of our Pope, calling for a settlement from the Diet for peace in the North. Now, I read these three proposals in front of me and I look upon those here in dismay and horror. Even with the near fall of an entire Kingdom we cannot look beyond the petty matters of the past and insist on obliging those blinded by their own need for power.
As requested by His Holiness the Pope, we vote Aye on the first proposal to give time, even if temporarily, for the powers here to unite against the threat from the South.
1. Aye (4/3/3)
This second proposal, had it been in place during the revival of the Diet, would have doomed Caelin. Why, if only the wolf and the sheep agree to an accord will the sheep have the opportunity for peace. Even during This Diet, at the request of his holiness The Pope no less, the wolf cannot come to terms with peace, asking instead for another chance to bite at the sheep for another year. This proposal accomplishes nothing, resolves nothing and the piece in the third proposal makes it even worse! As such, we vote Nay.
2. Nay (9/1/0)
As for the third proposal, the only pieces we can find approval for are parts two and three. We agree that such an action is necessary and have already shown our willing commitment in the past which we will be reconfirming here. That the first piece of this proposal has no relation to our actions against the Mongols and instead is a demand by some here that the Diet recognizes they have no obligation, no contribution or need to being part of the Diet except to interfere in proposals such as this is a travesty. It is an outrage. It is horrifying.
He coughs into his sleeve, a deep, raking cough that echoes throughout the room, before making his final vote.
As such, we vote Nay.
3. Nay (9/1/0)
We also submit the following as our contribution to the expedition against the Mongols.
88 Light Cavalry 50 Heavy Cavalry 460 Light Infantry 115 Archers

With the Papal scribe calling the vote, all eyes turned to the Elyrian delegate. He froze for but a moment, before standing up and after a quick cough to clear his throat he spoke.
With Proposal 1 receiving less than 67% of the active voters in this room, and with Proposal 3 having passed near unanimously, and with no limitation to it being utilised in retrospective resolutions, Elyria will be enacting Amendment 1 of the Diet's peace-making powers to declare a Veto on the Elyria-Amihanan peace-vote to render it void, as is now our right to do so.
Elyria seeks to resolve this on its own, we sought no help from the Diet for its resolution, and we do not recognise the Diet's demands for peace, but we stand by our word to His Holiness of ensuring this war will be resolved come winter this year. We further stand by our desire to send 1,000 Florins come next year to Percia so that they may begin some form of reconstruction and allow their displaced to have a home.
I now leave it to Lord Gewisse to lead the discussion on warfare as he requested.

Allectus nods as the scribe reads aloud the results of the vote. He stands up from his chair that’s placed to the side of the empty throne reserved for the Emperor which is in turn placed between him and where the Pope is seated. He walks across the raised platform to the podium to address the Diet.
“We congratulate the delegates of this Diet on another successful and smooth vote.
Now to the final pieces of business.
I first believe we needed to hear from the delegate of the Amihanan League with regards to what forces or mercenaries they would be able to contribute to the authorized military expedition against the horde.
And finally, to discuss the finer points of the expedition’s strategy, the newly selected Lord Commander Evander, if you may please let us know your overall plan and where you would like the forces arrayed against these godless heathens to assemble so you may take command of them.”

The Pope spoke briefly with an aide, then rose to speak to the assembly.
As the Diet seems to have not reached a satisfactory end for the unholy war between Christian brothers in the north, We hereby invoke our newly given powers to declare that the war between The Amihanan League and the Merchant Republic of Elyria joined by the Kingdom of Kressia must cease, and ask the Imperial Diet to work towards such an end as outlined in the new law passed by the Diet.
Until Christendom is safe from the eastern hordes, we recognise any conflict between Christians as being fundamentally irresponsible and unchristian in nature.

“In light of recent events, we shall rearrange the items on the agenda to include the Pope’s request to settle the northern conflict.
The following items are on the agenda:
1. Papal peace in the north
2. Amihanan League contribution to expedition
3. Commander Evander strategic planning
Please begin the discussion in that order with any motions or proposals related to the aforementioned topics.”

The representative from the Amihanan League stood to address the assembly
We thank the Pope for his timely intervention and call upon the assembly to recognise a status quo peace with a non-aggression clause of 10 years. We believe this to be a fair and just platform for peace.

The Elyrian delegate rises to speak
We recognise the right to His Holiness to declare an arbitration. We therefore propose the following terms to the Amihanan delegate in the hopes that we may avoid bloodshed in the future should we instead settle on a temporary armistice which will no doubt fall back to open warfare once the easterners repel Sartaq Khan. With Elyria and Kressia having beaten the Amihanan forces multiple times and pushed them back successfully, we propose the following terms:
We hope this will resolve our issues and allow the Diet to move on to more pressing matters.

I hate to be the one to bring this up - but last we heard your side had lost several battles.
What makes it so that you deserve land and an indemnity?

I hate to be the one to bring this up - but last we heard your side had lost several battles. What makes it so that you deserve land and an indemnity? Ah, that would be old news Lord Gewisse. Elyria, with support from Kressia, had managed to fully repel all invading Amihanan troops, and was on the offensive when this Diet called for Peace. Our war was on the brink of being resolved without Diet involvement, but these are the terms we seek. If no proper peace deal is made here today, and an armistice is instead formed, we will go back to war once it expires to enforce our own demands. So it is my desire to cut out all the chaff and settle this here and now, to spare more lives. The castle on the Elyrian-Amihanan border has posed a grave threat to Elyria's economic security for many years now, with the Duke Marcus Croix having had his eye on the Elyrian gold mine for far too long, and we seek its annexation to guarantee the safety of our people and realm. This Sword of Damocles scenario we find ourselves in is something that required rectification. The financial indemnity attached is for the Duke's continual insistence on bloodshed when we tried to propose terms several times previously. We feel it only fair as repayment for the lives lost.

However Elyria tries to wrap itself in the cloak of innocence, it is the aggressor, it is the invader, it is the one that has threatened our very existence. Your previous "attempts" at terms have been just as ludicrous as your latest one, and we have always proposed status quo ante bellum, something you have never even had on the table. Let all see who exactly is "insisting on bloodshed" when we merely ask for it to be over, while the Elyrians ask for blood, gold and land in return for peace. "

Enough!
It is the wish of the Percian king that this war be paused for the duration of the Mongol incursion. You may continue murdering each other after the matter is settled but you MUST now, as ordered by His Holiness, cease this petty bitching and agree to a white truce.
Percia lays in ruins. You can see the smoke from the burnt villages and razed cities for leagues around. And once they are done picking clean the corpse of Percia, they will then move on to Caelin, Green Castle, and beyond - toppling each realm in turn because some stupid kings couldn’t quit bickering. The Percian delegation will simply tolerate this no longer.
Agree to a conditionless truce for the duration of the war with the Mongols at once, or otherwise clearly declare your intention now to forsake your holy duty to obey the Pope, and to defend Christendom against foreign barbarian invaders.

The representative from the Amihanan league rose to speak again
"Clearly the representative from Percia is not paying attention to the matter at hand, as we are suggesting just that. Status quo ante bellum. No gains, no losses, only peace. It is that simple"

Allectus followed the discussion closely. Letting his eyes dart from one delegate to the other. After a brief pause in the discussion, he would interject to give his opinion on the matter.
“My Lords,
This matter has already been discussed earlier in the Diet, an armistice has been approved but vetoed and His Holiness the Pope has made it quite clear he no longer wants to see Christian realms at war with one another when there exists an existential threat to all of Christ’s followers and their respective realms within the very borders of Christendom.
For that reason, we motion for the following to be considered:
Additionally, to save on time and repetitive actions, and votes in the future, I separately motion that this and any future peace agreements stemming from the relevant Diet approved resolutions be ineligible to be vetoed by the relevant parties in the event a peace agreement reaches the 67% threshold which would normally override a veto.
As a point of order, these two motions would require to be seconded separately.”
