From all corners of Christendom came the great and enlightened to once again convene the Imperial Diet. As no other venue had been picked at the last session, the Pope has once again volunteered great and noble Reme as the site of the Diet. The Pope, recognising that all good Diets must start with a speech by the host, rose to address the Diet. My Lords, welcome once again to Reme. Reme is happy to have you, and so are we. The last Imperial Diet was a milestone for the peaceful cooperation and coexistence between Christian realms, an event we were quite proud and honored to have attended. Once again we meet in the spirit of brotherhood and piety to straighten out any issues between your laudable realms. I hope that upon the completion of this most honorable diet, Christendom will once again stand as a peaceful bulwark to all outsiders, and that brothers and sisters of the faith can live side by side in most holy peace.
If we may be so bold, we would like to take the occasion to address the diet on a particular issue of note. Since the last diet, we have been forced into many actions we would rather not have done. In particular, I speak of the excommunication of the Old Kingdom of Thorgerheim and our support for the Most Holy Kingdom of Eriburn. We could not sit by as a most holy and revered peace was broken in front of us, and as such we acted to protect the innocent and the righteous of Eriburn from the wicked wrath of the Thorgerheimiens. We will not hesitate to act again in a similar case, and take this opportunity to warn all those who would break treaties written and sealed before man and God, that His most holy wrath will come upon those who besmirch His peace.
As peace has once again been found in those unfortunate lands, we would use this occasion to end the excommunication of the Thorgerheimians, and invite them back into the fold of our Lord and Saviour Jesus Christ. We invite all righteous Christian realms to resume connections and communications with them as well.
Finally, we would note that we have heard troubling news that the bulwark of Christianity is fraying at the edges, and would remind all Lords of all lands that there is only one God, and that Jesus Christ is his only son. We will not tolerate otherwise, and those who think we will stand idly by as the holy faith is violated will find themselves at the receiving end of our holy wrath. The Pope nodded to all assembled and then sat down in the observers gallery, inviting the Speaker to take the rostrum.

Allectus entered with his entourage of advisors and fellow nobles. He directed them to take a sit near the audience stands reserved for nobles. He directed his most trusted advisor to remain close by and to sit next to him in the main stands for members. As they listened intently to the Pope’s opening speech, Allectus’ advisor whispered some words to him, Allectus gently nodded then waited for the Diet to start.

Lord-Regent and Speaker Trajan Evander knelt before the Holy Pope before ascending the Rostrum. He was adorned in a great purple and silver cloak much too large on him.
My fellow lords, assembled Merchant Princes, and Clergy of assorted station. I welcome you to the Imperial Diet of 1207. We conducted much work five years ago and much has happened since then across the lands. Wars, rumors of wars, disease, and the changing of borders.
In these new circumstances, this body must adapt and make judgement on the happenings and issues of the land. I implore upon the voting members to consider not just the assignment of peace between realms in conflict, but into solutions during peace time as well. The expansion of commerce, legal clarity, and the reinforcement of Christendom.
I have two proposals for this body. One is on the official location of the Imperial Diet - should it remain in Reme with the agreement of the Pope, or be moved to another location. The second is the establishment of an independent maritime Holy Order Guild on the island in the northern sea - as yet unclaimed by any standing power here and distant from us all.
However, I would like to hear other proposals from the assembled body before I outline my thoughts on these matters.

The Pope writes a short note and has it delivered to the speaker, so as to not interrupt proceedings. It briefly states:

I also wish to bring to the Diet’s attention the recent incursions of infidels and marauders into the peninsula.
First the Tatars, overwhelming a Turician army and then continuing their rampage to parts unknown.
And now, the recent attack of Mohammedans against the Caelian Republic.
We hope to receive more information from both parties, or any others, with regards to the latest news of these infidels in Christian lands and a discussion on how we can protect ourselves and fellow Christians from these attacks.”

"We Percians have come into possession of these lands raided by Tatars and neglected by the cruel King Hatar. Under Percian rule, there has been a grand recovery effort. No Tatars remain in these lands and the farms and towns have recovered by grace of aid from Our treasury. No Turician army came to meet the Tatars - Hatar did nothing and allowed his country to be ransacked."

I have but two simple bills I have to present - one of which may come as a shock considering a position I took last time.
After much praying and soul searching, I find that the Diet is necessary, and we must ensure that it establishes rule of law that recognizes what authority it has as compared to the Pepe or the various Kings.
I hereby propose:
1- We return the Diet to every 3 years
2- We define the power of the Diet to dictate peace for warring parties. Specifically, that the Diet can only review and establish a peace plan (via vote) upon one of two conditions being met: 1- Both warring parties request or 2- At the request of his holiness.
While the Diet is necessary, I find it to be completely inappropriate to force peace where it is not asked. Lest we see vindictive voting to end wars against the favor of the winner for previous wrongs committed, spite, or political machinations.

While I agree with you that it might be redundant, I believe codifying it will provide the Diet a basis for what diplomatic means are legally available, rather than some verbal rules. I must also share similar thoughts and wholeheartedly agree with, and second, proposal 1. After the previous 5 tumultuous years, it would serve the Imperial Diet well to convene more regularly. I had mistakenly thought that the 3 year periods would be too often to meet up, thinking that there would not be a need for such regularity. However, I now see the necessity behind it, so I second this motion. For the second proposal, I would like add that should one party brings up the idea for the Diet to help find peace, then the Diet would merely be open to a possible mediation. If it fails, it's of no consequence to the realms, they can sort it out themselves after that point, and it isn't enforced. But the intention of this allows the Diet to act as the public Forum that it is, allowed others to pitch ideas that might help the two parties find peace. However, if both parties agree to a Diet peace, then it is an arbitration whereby the terms of said peace will be enforced by all the realms here. This likewise extends to the Pope himself demanding peace, with equal levels of enforcement from the realms, as we saw with the Kingdom of Thorgerheim.

We would also agree. The power of the Diet in regards to peace is unchecked. Two warring parties should not be forced to make peace if one does not agree. Every victor is entitled to a fair, beneficial peace free from outside meddling. We have heard idle rumblings about outside interference in regards to Percia's conclusion of the war with Turicia, and are displeased. We would support a measure to the effect of limiting the Diet's power over peace deals.
The issue of the frequency of the Diet is, in Our opinion, immaterial. We have already voted on the interval between conferences before and We think it is strange to go back on our decision. We must weigh the pros and cons between more frequent Diets shorter in length, or more infrequent Diets longer in length. Five years ago, if Our memory serves Us correctly, We supported the interval of 3 years and are prepared to vote in that manner again.

Though I find this discussion to be healthy and beneficial to all involved, I wish to remind everyone of the rules of the Diet related to how we address items on the agenda and discuss said topics. I believe we are currently in the “new business” phase of this Diet. The Lord Speaker will then list the topics mentioned and we can speak on them one by one. We wouldn’t want anything to be lost as a result of a touch to overzealousness on our part.
By my understanding we have the follow items to be discussed in whatever order the Lord Speaker wishes:
1. Official Location of Diet (Argent Despotate) 2. Establishment of Holy Order (Argent Despotate) 3. Tatars and Muslim Raiders/Attacks (Republic of Tyramo) 4. Diet every 3 years instead of 5 (Kingdom of Gewisse) 5. Revisions to how Diet settles wars/conflicts (Kingdom of Gewisse)
Along with whatever else the members wish to add to the agenda.”
