When a plebiscite has been called in the college, all members have a certain amount of time (48 real life hours) to vote. If they do not vote within that time frame, they are counted as having abstained, and the vote carries on.
Votes pass if they cross a simple majority threshold. Abstentions count for neither side.
The above laws can be changed by the Imperial College via a simple majority vote.
