Law on the role and extent of the speaker of the Imperial Diet, as voted on and approved by simple majority in 1202.
The powers of the speaker shall include: 1: To announce the business before the assembly in the order in which it is to be acted upon
2: Members are entitled to speak as necessary with only requiring recongition by the Speaker to present a motion or law to be discussed and voted on. 3. To allow an open period for comment whereby new business can be proposed by electors
4: To state, and to put to vote all questions which have been moved (seconded)
5: To assist in the expediting of business in every way compatible with the rights of the members by allowing brief remarks when motions are pending, if he thinks it advisable; to restrain the members when engaged in debate, within the rules of order; and to enforce on all occasions the observance of order and decorum among the members.
6: To announce the result of the vote
7: All members of the Assembly are entitled to a vote, including Speaker, however I personally promise to only vote for tie-breaking purposes as an honorable tradition. 8: The speaker cannot close the current session unless by order of the assembly, which requires a 3/5ths vote; nor can he prevent the making of legitimate motions by hurrying through the proceedings.
9: The Speaker serves all for a period of 10 years and can be re-elected, but can be removed via resignation or being recalled by a 2/3 vote of the assembly.
