The Duke Gary da Carlsen is right. The Grand Master of the Canton of Helvetia could be a good candidate. I will vote for him to help bring order to this Diet. If no one else has a nomination to make, We suggest the Diet vote on a Speaker forthwith. If one has a nomination in mind, We would suggest you make it now.

As such, we present the following to be considered by the Imperial Diet for discussion.
Rules for Speakership of the Imperial Diet
Eligibility 1. The nominees, alternates and Speaker himself must be a non-papal, non-clergy member of the Imperial Diet, who himself a ruler , or designated representative, of a realm found within the former Reman Empire regardless of government type 2. The Speaker, nominees and alternates must be a professed adherent to the true Christian faith and not belonging to any of the various heresies recognized by the Holy Reman Church or His Holiness the Pope of Reme
Election 1. The Speaker shall be elected to a period not to exceed 6 years or 2 sessions of the Imperial Diet; He is eligible to be re-elected for an unlimited number of terms 2. Members of the Imperial Diet can nominate themselves, if eligible, or any other eligible member of the Imperial Diet 3. The Speaker will be elected with a simple majority vote(50%+1) from among those present in the given session of the Imperial Diet; a roll call can be announced with an allotted time(not to be less than 36hrs IRL) to determine the official number of members currently present; all those present after the roll call will be excluded. 4. The Imperial Diet may also elect from among its members an alternate who can serve as speaker in the event the current Speaker is unable to fulfill his duties or has become ineligible or incapacitated. They will serve alongside the Speaker and can complete the Speaker’s term if necessary. 5. The Imperial Diet may remove the speaker with a 3/5th vote and initiate voting procedures for election of a new speaker. The speaker alternate will preside over the session until a new Speaker, and or alternate, is elected.
Powers 1. The powers of the Speaker stem from the authority of the members of the Imperial Diet and serves with its assent 2. The Speaker is empowered to open and close every session of the Imperial Diet every 3 years following the traditions of this hallowed institution 3. The session of the Imperial Diet requires a 2/3rd vote to either open or close a session 4. The Speaker will give time at the beginning of the session to have its members state what they would like to be discussed in the session’s agenda; The Speaker is empowered to chose the order of agenda items and he is required to have a discussion on each one 5. The Speaker is empowered to moderate the discussion among the members of the Imperial Diet and ensuring all gentlemanly recognized rules of order and decorum are followed when doing so. 6. Any member is allowed to speak or comment about the given topic; the Speaker is empowered to intervene if a member speaks out of order or begins to speak of other concerns not related to the current topic at hand 7. Items that require to be voted upon will require a motion for the vote by one member and a seconded motion by another; the speaker will then commence the voting and wait for the members to announce their vote and declare its result; the speaker is himself allowed to vote as well 8. Any law, mandate or policy that comes to a vote will pass with a simple majority of the present members or fail if it does not pass this threshold; abstentions are allowed.

A higher threshold? No, my fear is that an impassioned minority could theoretically keep a session open indefinitely even if the majority feels there's nothing else left to discuss. I think it should, eventually, become a majority vote but not immediately so as to allow sufficient time to debate.

Maybe each session a determinate number of topics can be discuss(3 for example). Anyone can propose a topic/law to be discuss and the Speaker will decide which 3 of the proposed topic is going to be discuss and in which order. Any proposed topic out of the three will be discuss in the next Diet. Once three topics have been voted the Diet ends

Do not disregard his decision. We will vote for the candidates and their previously proposed guidelines. Good and Honorable King, I recall this was merely a suggestion by His Holiness The Pope, not a dictum or mandate that we are obliged to follow. With all due respect and deference given to His Holiness of course. I personally find the previous two proposals to be lacking in some areas and wish for further debate and discussion on the matter. How we comport ourselves now and the rules we all agree to will have lasting consequences for years to come. It should not be a matter decided on a whim or with unnecessary haste.

Perhaps we should simply elect a speaker and then allow him to propose a rules package that must be approved before any other business can be conducted. We must make some progress here. None is being made at the moment.

Setting a number of topic, lke 3 or 5 will make the Diet to disccus only the importants and urgent ones. I don´t think so many topics will need to be discuss every three years. But of course if there is a real important issue to discuss we shoul vote to include an extra topic.
